Today, on 25 November, the School of Political Studies in Montenegro is organizing the Second Forum for the students of the 20th jubilee generation of the School of Political Studies starting at 6 p.m. in the „Budva“ hotel in Budva. The Forum entitled „Reform of the judiciary – crab walk or building of independent institutions“ will be opened by Budimir Šćepanović, the President of the Constitutional Court of Montenegro, Vesna Simović Zvicer, the Acting President of the Judicial Council and Milan Radović, the Civic Alliance program director.
At a time when the country is in a socio-political crisis, where judges of the Constitutional Court, members of the Judicial Council and other important officials in judiciary and prosecution have not yet been elected, it is necessary to discuss the crucial importance of solving this issue. That is why the Forum covers this topic, as we wish to contribute to solving the aforementioned crisis, which can negatively affect the lives of the Montenegrin citizens and be a serious obstacle on the path to the European Union, whose representatives continuously point to the necessity of a dialogue and finding solutions for exiting the crisis.

Following the official opening, the Forum will continue with a dialogue on the functioning of the Constitutional Court and Judicial Council. The dialogue with the participants will be led by Budimir Šćepanović, the President of the Constitutional Court of Montenegro and Vesna Simović Zvicer, the Acting President of the Judicial Council.

The 2nd day of the Forum, 26 November, will include a lecture on international standards and obligations of Montenegro on the path to the EU in terms of judicial reform. In addition, Željka Jovović, the President of the Podgorica Basic Court and Zoran Vujičić, the Civic Alliance consultant, will address the participants.

The final lecture will cover the topic of responsibility and the role of the Parliament in the process of building independent judicial institutions. Vesna Pavićević and Jovanka Bogavac, members of the Constitutional Committee in the Parliament of Montenegro, will lead the discussion with the participants on this topic.
