MEETING OF THE ENERGY COMMUNITY AND THE GREEN PARLIAMENTARY GROUPS OF THE WESTERN BALKANS

On 5 December 2022, members of the Energy Community Parliamentary Plenum and members of the green parliamentary groups from the Western Balkans region held a joint workshop in Vienna, organized by GIZ and the Energy Community Secretariat.
During the workshop, the participants had the opportunity to talk with the experts from the Energy Community Secretariat about the national energy and climate plans, use of coal in times of crisis and energy poverty. Deputies Dejan Đurović and Nikola Bajčetić participated in the workshop as the representatives of the Green Parliamentary Group in the Parliament of Montenegro, as well as the Plenum official members Dragica Sekulić and Jovanka Bogavac, who are also members of the Green Parliamentary Group in the Parliament of Montenegro.

Ina Sovsun and Sibil Strahl, director of the ORF-ETC program from GIZ, opened the workshop. The participants were then addressed by Dirk Buschle, deputy director of the Energy Community Secretariat, and Jasna Sekulović, manager of the ORF-ETC project from GIZ in Montenegro. It was pointed out that the national parliaments play a significant role in the energy crisis and, as decision-makers, they must be fully informed about the activities that countries should undertake in the context of the Green Agenda for the Western Balkans. Full support was given to the members of green parliamentary groups to contribute to the national green policies through their additional engagement and activities in the parliaments.

Experts from the Energy Community Secretariat, inter alia, presented the stages that the contracting parties to the Energy Community are currently in with regard to the preparation of the NECP, pointing out that so far Albania and North Macedonia have adopted the plans, while the other countries have a deadline for the delivery of drafts until June 2023.

Bearing in mind that the adoption of new goals for 2030 will take place at the announced meeting of the Ministerial Council of the Energy Community, the delegation of the Parliament of Montenegro was interested in whether they must be included in NECP, given that Montenegro is in the phase of developing that plan.
